One time Gargbage Dumpster usage $5.00 (restriction apply; and must be paid at City Hall before use)

Winona is a town in Smith County, Texas, United States. The population was 576 at the 2010 census. It is part of the Tyler, Texas Metropolitan Statistical Area. Delaware Indians lived in the area as early as 1818. The town was founded in 1870. The City of Winona is served by the Winona Independent School District.

Election Information


The City of Winona is a Type A General Law Municipality, as defined by the Local Government Code of the State of Texas. We use an Aldermanic form of government, electing five Aldermen and a Mayor to serve terms of two years. The City Council for Winona meets on the third Tuesday of each month. The City Council meetings are held in the Community Center at 520 Dallas St., and start at 6:30 p.m.
